The management rights (Hak Pengelolaan Hutan Adat) of the Air Liki Baru customary forest, located in Tabir Barat Subdistrict, Merangin Regency, Jambi, were established under the Regulation of the Minister of Environment and Forestry No. P.83/MENLHK/SETJEN/KUM.1/10/2016. The permit for Customary Forests (IUPHHKm, IUPHHKHTR, and HPHD) is valid for 35 years.
Furthermore, according to the Law of the Republic of Indonesia No. 41 of 1999 on Forestry, a Customary Forest (Hutan Adat) will retain its status and function as long as the Indigenous Law Community (masyarakat hukum adat) continues to exist.
The community of Air Liki Baru Village holds the management rights over the Customary Forest, and the Panglima Pati Customary Forest Management Group is the village-level institution mandated to manage the forest.
The Air Liki Baru Customary Forest Program, which was previously initiated by Fauna & Flora International–Indonesia Program (FFI-IP), is currently managed by Panglima Pati, who holds a social forestry permit issued by the Merangin Regent through Decree No. 496/DLH/2019, covering a total area of approximately 303.3 hectares under the status of Hutan Adat Panglima (Panglima Customary Forest).
The goal of this compensation program is to develop social forestry as an effective and sustainable scheme for conservation and livelihood improvement. To achieve this, two specific objectives are targeted:
- Protecting high conservation value and high carbon stock areas through sustainable community-based forest management in Hutan Adat Panglima Pati.
- Improving community livelihoods through agroforestry and Non-Timber Forest Products (NTFPs) in Hutan Adat Panglima Pati in Air Liki Baru Village.
The expected outcomes of this program are:
- Supporting the strengthening of governance and management of the customary forest.
- Supporting conservation efforts, ensuring the customary forest is preserved and monitored against deforestation and degradation threats.
- Protecting key species habitats through conservation rooted in local wisdom.
- Supporting the enhancement and optimization of forest and agricultural values and products to improve livelihoods and provide sustainable income options.
- Supporting the optimization and coordination of relevant stakeholders.
